I am new to kites and kite flying but am enjoying it tremendously.  I
have one kite which is a delta wing kite (don't know the tech name for
it).  Malaysia does not have many places which has consistent wind
conditions.  Winds here usually mean RAIN.
I am interested to know if there are kites available that can fly in 0
to 20 mph wind conditions.
Can someone tell me where I can get kites sales information - kite
shops, mail order etc.?

Patrik,  What kind of kites do you want?  Single line, dual, quad...ect...

Considering your proximity with Singapore you might some weekend go to 
Marina South.  There you will find a good kite store (East South) that is
ran by a very nice kiter (Anthony Lim)  What will be more impressive will
be the kite flying fields across the street from the store.  On a nice  
weekend you will find a couple hundred flyers.  My experience with soft
winds in the Malaysia/Singapore area tells me that a fighter kite is 
good.  An that you will find in Singapore more than any other kite.  Be
forwarned though, Singapore fighters like to use glass coated line and you
will loose many kites.  If you are lucky you can buy your kites from the 
street vendors.  They will sell you the kites from the trunk of their car.
But  they are reluctant to sell to strangers, so you may have to make a
friend or two first.  If I remember correctly the price seems like around
1 dime each.  I usually bought a hundred at a time.  Hope this helps with
your quest for low wind kites.  

P.S.  You can also tie a small tail onto the fighters for the kids to fly.
