Ten months in the making! Longer, lower, wider! At long last, the 56-page Third Edition of the International Sport Kite Competition Rules is available. We're no longer dating the book (e.g. "1993 Edition") and it should no longer be mislabeled the "STACK Rules". Indeed, STACK had input and approved the final draft, but the AKA Sport Kite Committee wrote it, and we thought it less confusing to delete all references in the title to the organizations that may use it. Although there are no new figures, procedures have been clarified and the book has been enlarged through the addition of more complete job descriptions, field setup guidelines, and judging criteria. Lots of sample forms. AKA member price US$5.00; non-members $7.50, both postage paid in US; add US$2.00 for postage outside North America. Quantity pricing above 5 copies, plus shipping. It has been confusing to know, which edition is valid When AKA starts using the Third Edition? Have you sent the rule books to Europe (STACK) already, or would I get mine faster if ordered from you? Can AKA (or whoever has the copyright) consider publishing the Rule Book in electronic form e.g. to rec.kites. I understand this has economical effects, but it would greatly serve the mission to unify the understanding of competition practices. I didn't get them until a week later due to local snags, but we drop-shipped a bunch to eager event organizers, so lets call the first public access date 22 July, meaning it's effective on or about 22 august. As a practical matter, Boston SKC was the first sanctioned event after the book's release; Marty could say whether it was used or not. I'd guess not. The book is copyright by both AKA and STACK, but permission granted for reproduction as long as no changes are made in text or illustration, repros are not sold above cost, and AKA/STACK are credited. I'm sure that the book will be reproduced in other countries. I'm not so sure that this is an appropriate thing to distribute via rec.kites. There are 30 pages of rules, 25 pages of diagrams, and another 20 pages of appendices. Assuming I had the disk, which I don't, it would take God knows how long to upload it, assuming I wanted to spend my evenings that way. BASKC didn't use the third edition. We felt that it would be unfair since it was so close to the publication date. New York will use it this weekend. In fact, there is going to be a meeting (I think that it is at 7:00) to discuss the rule changes and how they will affect judging. There are lots of small changes, but the biggest changes (my opinion, of course) are the league style precision events, and the assessment of standard deductions and penalties. League style flying is where 4 figures are designated. The flyer must fly the 4 figures as drawn, in the order presented, with transition moves between the figures. Each of the figures is scored from 0 to 10 and account for 20(each) of the total score. The transition moves are considered together and account for 200f the total. The section on standard deductions and penalties is a step towards more uniform judging. Ranges of deductions are set forth for unintentional ground touches and various forms of crashes as well as "improper endings". I think that it will take a while for judges to get used to these penalties, on first glance they seem overly complex, but in the end the sport will benefit from this. >I'm sure that the book will be reproduced in other countries. If we can set forth guidelines for how to do publications (suggested formats for text and graphics for instance), making the transition to electronic publication will be technically easy. Publications could reside on an AKA BBS or on an FTP site.
