Yes! The Kite Society of Great Britain and The Kiteflier do exist.  The issue in
question was October 1990 and did have a full page "article" on the HARK
project.

Well the whole thing was a spoof advert dreamt up by the weird convoluted mind
of Mark Cottrell of the Kite Store, London.

He also had a number of other spoof adverts which, according to rumours, made a
number of people think.

In fact an even earlier issue had an advert for a pair of flying legs - before
Martin had made them.  He (Martin) said that the advert was the inspiration to
make the real thing.
