Andrew,   With regard to an excessive pull emergency  during  the 
buggy  ride,  What about having a loose bridle line  attached  on 
one  end  to the bottom lines of a quad line or just one  of  the 
lines  of  a dual line and the other end attached to  the  buggy.  
This  line  would remain slack during all normal  operations  and 
only  take  a strain if the handles were released.   Its  just  a 
thought, I've never been on a buggy of even seen one up close but 
from  the sounds of things this concept might be worth  consider-
ing.
