(Good thing they're >not REV I's) Replacing the bungie cord holding the end cap is a lot cheaper than replacing the spars. Therefore, if it is important to you to remove the spars and free the joint, cut the bungie cord holding the stuck end cap and remove the spar. You may be able to just untie the bungie cord.
